Born January 1884. From Tokyo Prefecture. November 1907: Passed the Higher Civil Service Examination. July 1908: Graduated from the Jurisprudence Department (specializing in German law), College of Law, Tokyo Imperial University. Received appointment to the General Affairs Section, Home Department, attached to Tokyo Prefecture. August 1908: Received appointments in the Home Ministry to the Criminal Affairs Bureau and to the Taiwan Section, Minister's Secretariat. January 1909: Received concurrent appointment to the Home Ministry's Local Affairs Bureau. March 1909: Received concurrent appointment to the Karafuto Section, Home Minister's Secretariat. July 1909: Appointed to Saga Prefecture, with concurrent section chief positions at the Educational Affairs Section and Agricultural Affairs Section of the Home Department. March 1911: Chief, Industrial Promotion Section, and Chief, External Affairs Section, Kanagawa Prefecture. December 1912: Chief of Police, Wakayama Prefecture. July 1915: Secretary, Home Ministry. Chief, Military Police Section, Criminal Affairs Bureau, Home Ministry, concurrent with Chief, Health Section, Hygiene Bureau, Home Ministry. January 1918: Takes leave of absence and is dispatched to various countries around the Americas and Europe. January 1920: Leave of absence ends. March 1920: Posted to the Home Minister's Secretariat, as Secretary and as Police Inspector. June 1920: Police Inspector and Councilor, Home Ministry. October 1922: Officer (Kokoroe), Urban Planning Bureau, Home Ministry. July 1923: Chief, Urban Planning Bureau, Home Ministry. October 1923: Chief, Public Works Bureau, Home Ministry. December 1924: Chief, Social Bureau, Home Ministry. June 1929: Superintendent General of Police. July 1929 Resigned positions at own request. Served as a member of the House of Peers from July 1929 through after Japan's defeat to March 1946. During that period, also served from December 1934 to May 1935 as Director-General of the Kwantung Bureau and as a Councilor Resident to Japan's Embassy to Manchūkuo. Retired in May 1935. Subsequently appointed Director, General Affairs Agency, State Council, Government of Manchūkuo, but resigned in March 1936. Following Japan's defeat, from September 1946 to August 1951 purged from public office. November 1963: Passed away.
