Born August 1901. From Tokyo Prefecture. Passed the Higher Civil Service Examination while still a student Tokyo Imperial University's Political Science Department, from which he graduated in 1925. April 1925: Received joint appointments to the Tokyo Metropolitan Police Department and as a police inspector. June 1927: Police Superintendent, Tokyo Metropolitan Police Department. July 1928: District Police Superintendent. January 1935: Department Chief, Tokyo Metropolitan Police Department, and Fire Marshal. February 1937: Secretary, Gifu Prefecture, and Chief of Police. April 1939: Secretary, Nagano Prefecture, and Chief, Economy Department. March 1941: Secretary, Ōita Prefecture, and Chief, General Affairs Department. November 1942: Director, Secretariat, Kanagawa Prefecture. July 1943: Department Chief, Osaka Prefecture. April 1945: Chief, Civil Affairs Bureau, Tokyo Prefecture. After Japan's surrender, went on to serve as Deputy Director, War Damage Reconstruction Board, and Director, Special Procurements Agency.
