Explanation
Born 1865. From Aichi Prefecture. July 1888: Graduated from the College of Law, Tokyo Imperial University. Subsequently served as Probationary Councilor, Cabinet Legislation Bureau. Followed by concurrent appointments as Secretary, House of Representatives, and Councilor, Cabinet Legislation Bureau. 1896: Appointed Councilor, Governor-General of Taiwan. Subsequent appointments included Interim Chief for Cross-Straits Affairs, Governor-General of Taiwan, and Chief of Police for same. 1901: Police Superintendent, Governor-General of Taiwan. May 1908: Succeeded Goto Shinpei as Director, Civil Affairs Department. Concurrent with appointment as Director, Construction Department. July 1910: Resigned positions at own request. January 1912: Appointed Governor, Kanagawa Prefecture. Served in this post until 1915, when he ran and won as a Seiyukai candidate for the House of Representatives. Served as a representative until 1918. April 1918: Passed away.
