Explanation: Born in 1881. 1908: 1911: Graduated from the Faculty of Law at Tokyo Imperial University, specializing in German law. Subsequently served as police superintendent, Tochigi Prefecture; Commissioner, Councilor, and then School Inspector, Hokkaido Bureau; Chief of Police, Nagano and then Hyogo prefectures; Director, Home Department, Fukui Prefecture; Director, Military Police Division, Tokyo Metropolitan Police Department; Governor of Yamagata, Kagoshima, Chiba, and then Gunma prefectures; and Director, Land Department, Recovery Bureau. July 1929: Appointed Director, Karafuto Agency. December 1931: Retired from position at the Karafuto Agency. Subsequently served as Governor, Osaka Prefecture, followed by Mayor, Nagoya City.
