- [Summary]昭和１９年 まヘがき 管区ニ於ケル食糧ノ需給ハ軍政ノ基底テ為ス重要案件ナル処今日迄中央御当局ノ示サレタル特別ノ支援配慮ニ対シテハ現地当局者トシテ誠ニ感激措ク能ハサルモノアリ将来ニ於テモ一層ノ御高産テ賜ハリタキ希望ナル慮一部ニ於テ 一、管区ノ人口疎散不徹底ナラスヤ 二、管区ニ於ケル食糧ノ需給ハ人口中軍政ニ直接協力シアルモノノミヲ対象トシテ施策スルテ可トセスヤ 等ノ意見アリ 本稿ハ之等意見ニ答フル意味ニ於テ起草シタルモ推敲不充分蕪雑ノ憾ナキニ非サルモ現地事情充分御諒察ノ上今後一層ノ御援助ヲ 仰クテ得ハ幸甚之ニ過クルモノナキ次第ナリ 昭和十九年一月二十日 香港占領地総督部民治部長 市来吉至 第一 来
