• [Summary]在外仏貨公債の処理に関する法律 （目的） 第一条 この法律は、国債整理基金特別会計法（明治三十九年法律第六号）第五条の規定により発行された四分利付仏貨公債の処理に関し、政府が日本国との平和条約第十八条の規定の＠旨従ってフランス有価証券持人全国協会との間に行った交渉により昭和三十一年七月二十七日に成立した四分利付仏貨公債に関する制定に基き、元利金の支払条件を改定することを目的とする。（この法律の適用がある公債） 第二条 この法律は、前条に規定する国分利付仏貨公債でこの法律の施行の日において本邦内に所在せず、かつ、日本人に＠さないもののうち、同条の協定に基き政府がその所持人に対して行う支払についての申出の受諾があったもの

• [Summary]二、日仏会談までの経緯 仏印に関する債務について（昭和二三、七、二七） （一）問題の所在 今次戦争中、日仏両国は仏印に関して金融協定を締結し、之に基いて金融上の処理を行つて来たのであるが、終戦時において約十三億円が日本側の負債として残された。 仏印に関しては（イ）日本軍の仏印進駐に関する協定及び金融協定を締結したヴイシー政権の合法性をドゴール政権か否認して居ること、（ロ）日仏間に戦争か存在したか、又何時から存在したかが明かでないこと、（ハ）日本軍の仏印進駐に条約に基く進駐と軍事占領の二段階があること、（ニ）金融協定に政府間の協定と銀行間の協定の二種類があること、等の特殊な条件が存するので平和条約において対仏印債務が処理される場合の種々の問題が起る可能性がある。
