- 京義鉄道敷設ノ件 Copy Sent, July 9th, 1896. Hayashi, Peking. NO. 516 NO. 77. Your 機密第四八号信 dated 六月二十三日received. I have instructed 在露国日本公使 to report whatever he may hear on the subject. Lately 在朝鮮公使 reported that permission had been given to a French citizen to construct railway from 京城 to 義州, and it is probable that Russia may lay Siberian railway through Mａnchuria to connect with that line.
