- CONGRESSIONAL RECORD. MARCH 23，1916. Some weeks ago I issued a letter to my constituents asking for an expression of vicws. I have recelved over 800 replles.Of these 650 favor incrensed national defense，and 175 were opposed.The Intelligcnt expression of opinions showed the study and thought the people are giving to this grent problem. I am confident that this ratio of nearly 4 to 1is about the proportion of opinion throughout my district.and I would be greaitly mistaken if that same proportion did not fairly represent the views of the entire people of the country.
