- CONGRESSIONAL RECORD. MARCH 21，1916. mensure which will benefit one section of the country indirectly，benefits every citizen. I desire，however，to call the gentlemnn's attention to the fact that，in addition to the inddition to the indlrect benefit to his constituents，which the mensure will have，it will imve direet effict upon their pockeibooks， Any measure which will tend to lower taxntion of to lessen the cost of living financlally benefits every citizen，and the lowering of indlirect taxes is ns much a benefit as the lesscning of direct tnxcs.
