The rapid industrialization of Japan and the invasion by her of the world’s markets is a matter of comparatively recent history. That it should have provoked a controversy over the Indian market was inevitable. That it has also engendered a flood of loose talk is undenisble. Much of it has been dictated by the Bombay milowners to whom protection is their alpha and their omega. For neither has commercial common sense nor a sense of independence directed their energies or inspired their activities.
