- 第二、暗号書(乱数表等）ノ機秘密書類トシテノ特異性 １．暗号ノ保安及之ガ事故ハ作戦、警備ニ影響スル所蓋シ他ノ機秘密書類ニ比シ頗ル大ナリ ２．事故発生ニ依リ暗号区全般ニ影響シ、神速適応ナル処置ヲ要シ状況ニ依リ作戦、警備ニ支障ヲ生ズルコトアリ ３．部隊暗ノ如キハ特ニ危険ナル地域、第一線ヘ下士官、兵等携行シ且負傷或ハ戦死者ヲ生ズル等危険ニ曝サルルコト屡々ナリ(部隊長ハ万策ヲ竭シ此危険度ヲ極力減少セシムルノ手段及処置ヲ要ス)(第三及第四参照） ４．敵手ニ暗号書ヲ委スルヤ敵方(第三国共)該暗号書ニ依ル既往(現在）ノ電報ヲ飜訳セラルルノミナラズ、皇軍暗号形式ヲ確認セシメ且他ノ暗号書ヲモ類推セヲレ国軍暗号保安上一大危機ニ直面スルト共ニ摸倣若クハ強度ノ増強ヲナサシムルニ至ル
