三、軍隊軍人軍属ノ状況 (一) 軍紀風紀 本年六月頃迄ニ於テハ軍人軍属中無許可外出若クハ公用外出中遊中興スル者或ハ酩酊シテ態度服装ヲ乱シ若クハ上官ヲ目撃シ乍ラ故意ニ欠礼スル者等尠カラスアリテ軍紀風紀弛緩ノ風アリタリ然共六月中ニ応召軍人ノ大部分ハ内地ニ皈還シ其ノ後モ相ツイテ皈還シ現在ハ殆ント現役兵ノミトナリ部隊幹部ノ精神教育ト相俟ツテ監督指導ヲ厳ニ実施セラレタル為近次全ク面目ヲ一新シ軍紀風紀ハ概ネ厳粛ニ保持セラレアリ 只賭博ニ全敗セルヲ憤激シ殺人ヲナセルモノ及酔余上官ニ対シ持兇器恭行ナセルモノアリハ甚タ遺憾トスル所ナリ (二) 非違犯罪ノ状況 別紙第一六ノ通イニシテ飲酒ニ基クモノ其ノ大部分ヲ占ム
