第二 管内 一、保安状況 (一) 一般ノ概況 管内ニ於ケル治安ハ本年敵ノ四月攻勢謡言ノ影響ヲ受ケ一時不良ナリシカ其後日軍討伐実施ニ依リ六月以降敵軍(匪)活動漸次積極性ヲ失ヒ目下跳梁シアル匪団ノ多クハ国民党系游撃隊及敗残匪等ニシテ主トシテ武川県及凉城並陶林県内ニ極限セラレアルモ十月十一日凉城県城近ク約二百ノ騎馬共産匪ノ出現セル外最近特ニ警戒上重要視スヘキ集団的表面活動ナシ 管内ニ於ケル主ナル敵軍匪調査表 別紙第四 匪団蟠踞要図 別紙第五 敵軍匪ノ重要地襲撃状況 別紙第六 (二) 事項別状況 (イ) 叛逆行為ノ状況 自衛団及蒙軍兵ノ大部分ハ其素質不良ニシテ殊ニ山間僻地又日軍ノ警戒軽微ナル地域ノ警備
