太田課長 抗日共産分子対策ニ就テ申上マス (一)現況 北支ニ於デハ国民党、藍衣社、CC団等ヲ主体トスル政治的色彩ヲ有スル抗日分子ト思想の所謂共産分子ノ緊密ナル合作ノ下ニ主トシテ天津英仏租界ヲ根拠トシテ土匪敗残兵及郷村農民等ヲ其ノ影響下ニ獲得シ執拗ニ軍ノ後方攪乱ニ狂奔シツ、アリマス 最近入手セル中国共産党ノ指令ニ依レバ 河北反日游撃ノ領導ハ河北共産党ノ責任サリトシ之カ為新政府機構ノ樹立セラレサル広大ナル郷村大多数ノ小城市ノ民衆ヲ動員シテ游撃戦ニ参加セシメ之等ノ地ヲ游撃ノ根拠地トシテ武装的抗日戦線統一ヲ図リ民主的抗日政権ヲ樹立シ以テ第八路軍ヲ拡大游撃隊ヲ創造シ長期抗戦ニ依リ最後ノ勝利ヲ獲得センコト ヲ強調シテオリマス
