隊長 只今カラ防諜対策ニ就テ 太田課長 防諜対策ニ就テ説明致シマス 防諜対策ニ就テ (一)最近軍占拠地域後方ニ於ケル敵側及列国ノ諜報活動及経済進出乃至ハ観光ヲ標榜スル外人視察団ノ来往等逐日増加ノ傾向アリ将来治安ノ恢復ニ伴ヒ之等策動ハ益々積極化スルモノト予想セラレマス A、支那側ハアラユル機関ヲ動員シ諜報勤務ニ利用シテ我軍ノ情報ヲ蒐集シ秘密通信或ハ外国側機関ニ依リ之レヲ南方ニ報告シテオリマス B、来往外国人状況ハ別表第一ノ如ク本年ニ入リテヨリ己ニ二三二六名アリ国籍別ニ観マスト旧露ヲ最多トシ英、米、独、蘇、仏ノ順位テアリマス、之等外人ハ鉄路並船舶ニ依リ山海関、塘沽、秦皇島、天津等ヨリ入支シ其ノ用務ハ公館、商館等ノ連絡
