官報（第二十四号） 大正十年七月二十三日印刷 薩哈嗹軍政部 諭告 諭告 本職茲ニ大命ヲ奉シ薩哈嗹州派遣軍司令官ノ任ニ?ムニ方リ占領地民衆ニ告ク 昨年七月三日本帝国政府ノ宣言ニ基キ軍カ北樺太並ニ対岸要地ヲ占領セシ以来既ニ一歳此間諸子ハ艱苦ニ耐ヘ欠乏ヲ忍ヒ能ク軍ノ目的ヲ解シ官ノ施政ニ服シ今ヤ庶政概ネ其ノ緒ニ就クニ至リシハ本職ノ深ク欣快トスル所ナリ 本職曩ニ露国ニ在ルコト前後三回ニシテ略ホ露国ノ事情ニ通シ国民ノ性情ヲ解ス今次此ノ地ニ来リ重テ露国人ト相見ユルヲ得タルハ恰モ旧知ニ遇フノ感アリ加フルニ占領地内ノ日露両国民及其ノ他相倚リ相扶ケ互ニ福利ノ開発増進ニ努力シアルノ状ヲ目繋シ衷心歓喜措ク能ハサル所ナリ
