亜港及尼港方面視察報告附録 第一、冬営上ヨリ見タル亜港ト尼港 単ニ駐兵上冬営スルモノトセハ其ノ価ハ亜港ノ方尼港ニ比シ数等優利ナランモ将来北部西伯利亜ニ発展ヲ期セシニハ第一ノ条件ハ黒龍江ノ江上権ヲ占ムルニアルハ茲ニ冗言ヲ要セサルナリ故ニ海軍ノ冬営ニハ必ス砲艦ノ冬営ヲ含マシメサルヘカラス斯ルヲ以テ冬営ナルモノハ一ツニ砲艦問題ニ依リ決定セラルヘキモノト信ス 今年ハ諸種ノ事情ノ為ニ亜港ニ冬営ヲ行ヒタリト雖モ次年以降ハ必ス尼港若クハ其レ以上ノ黒龍江ナラサルヘカラスト為スナリ如何トナレハ河用砲艦ノ性質上年ニ二回モ海上ヲ航行セシムルハ其ノ構造上面白カラサルモノミナラス冬営準備ノ為ニ夏季最モ利用セサルヘカラサル期間ヲ空費シ黒龍江上ノ守備ヲ
