油田ニ関スル件 軍事発第九九号 薩哈嗹州ニ於ケル経済的施設ニ関スル件 大正九年八月十三日 陸軍省務局長菅野尚一 海軍省軍務局長井出謙治殿 本件ニ関シ別紙ノ通閣議決定相成候条及通牒候也 大正九年八月十三日 陸軍省 （大正九年八月士三日閣議決定） 薩哈嗹州ニ於ケル経済的施設ニ就テ 薩哈嗹州ニ於ケル我経済的施設ハ同州占頷ノ主旨ニ鑑ミ尚経営スヘキ事業ノ多種広汎ナルニ顧ミ其ノ実施チ円滑適切ナラシメ且他日ニ於ケル障碍ヲ貽ササルカ為左ノ要領ニ準拠スルコトト致度 一、油田、炭田及之ニ関聯スル運輸機関ノ諸施設ニ関スル諸方針ノ案劃及其ノ実施ニ伴フ諸問題ノ立案審議ハ海軍省之ニ当ルコト 二、油田、炭田ヲ除クノ外鉱山、森林、水産等
