浦塩方面特派艦隊ニ関スル件一 質物以敵＠手ニ関＠トトリテハ内＠付何ーカ防＠殿ヲ執ル＠愛アリト照ヘウルニ関本使ハ右軍ノ需品＠隊長ニ陥ノ虞アリトノ何等的確ス兆候ニテモ項ハレクル発ナクアト尋＠同帰ハ風聞ニ拠ルニホルヒヴック政府独逸ヨリ借款リ為スノ計画ノ為居スル趣ナリ＠鴻合＠ハ之方代価トシテ右浦塩堆積ノ軍需品ヲ敞手＠シ慶＠アヲンモ測リ難キ付テハ右予防為此際浦塩ニ於ケ適当ノ行動ノ勢ルノ要アリトノ軍事内閣ノ意見ニテ其旨米国政府ニ交渉シヲルニ米国政府ハ右ノ行動ヲ執ルコトヲ拒絶セリ（negused No take action）然レドモ事態其儘ニ附シ置クハ何分危険ニ付更ニ米政府ニ局考ヲ来ムル筈ニ付日本政府ニ於テモ右英
