発付済三月二十一日 三十六年三月十九日起案 按 一一号薬嚢地 但軍事費支弁 二万五千尺 海総第七四一号ノ三 右ハ東京海軍造兵廠ニ於テ火薬ヲ裏包スル嚢ヲ製造スル材料ニシテ其性質最モ良好且ツ縦横一定ノ耐力ヲ有シ能ク火薬ノ重量ニ堪ヘ発火ニ際シ残滓ヲ遺サベル特種ノ物質タルヲ要シ候処之ヲ一般競争ニ附スル時ハ漫リニ入札ニ加ハリ其結果不良品ヲ納入シ排却ニ排却ヲ重ネ終ニ兵器製造ノ差支ヲ来スノ虞アリ且ツ本邦ニハ此種ノ製造業ニ従事スルモノ甚ダ僅少ナルヲ以テ別紙記名ノモノヲ指名シ競争入札ニ付シ本月十日合名会社三井呉服店ト契約締結致候条明治三十三年勅令第二百八十号ニ依リ此段及通知候也 明治三十六年三月二十一日 大臣 会計検査院長アテ
