発付済四月十五日 三十五年四月十一日起案 案 海軍拡張建築費支弁ニ属スル別記七広ノ工 海総第一四六二号 事ヲ実施セントスルニ当リ建築請負業者ノ最近ノ実例ニ微スルニ大湊ニ於ケル工事ニ在テハ無資産ノ徒競争ニ加ハリ正業者ノ競争ニ妨害ヲ加フルノ処アリ横須賀ニ於ケル工事ニ在テハ兔角連合結托シ偶他地方ヨリ競争ニ加ハラントシテ来ルモノアルトキハ種々ノ手段ヲ以テ妨害ヲ加ヘ遂ニ其ノ素志ヲ達セシメサルニ皈シ又海底電線架設工事ニ在テハ未タ氏業トシテ広ク施行セサルヲ以テ一般競争ニ附スルトキハ彼是懸念ノ点尠ナカラス陸上電線モ亦本工事ト関聯シタルモノニ付何レモ無制限ノ競争ニ附スルトキハ到底官ノ不利ナルモノト認メ三十三年勅令第二百八十号
