発付済六月二十日 三十四年六月十八日起案 按 一 杦板割 六千枚 海総一五八一号ノ三 一 欅板 千五百枚 一 ?板 六百枚 右ハ下瀬火薬製造所ニ於テ火薬拓納箱製造用ニシテ品質最モ善良ナルモノヲ要シ従来無制限競争ニ附シ購入ノ結果毎ニ品質劣等ニシテ全部或ハ幾部排却シ又ハ減価ヲ以テ購入シ一時ヲ弁シ居候得共斯クテハ製品完成上至大ノ影響ヲ蒙ヘ引テ火薬供給上支障小尠＠於是シ畢竟無資無産ノ＠競争ニ加ハリ不良品ヲ納入シ水雷ノ利ヲ得ニトシ正当業者ノ競争ヲ妨害セントスルノ虞アルモノト認候ニ付左記ノ通リ指名競争ノ末去ル五月二十二日伊藤八十吉ト契約締結候条三十三年勅令第二百八十号ニ依リ此段及通知候也 明治三十四年六月二十日
