- 明治三十七八年海戦史 第五部 施設 第七篇 横須賀鎮守府ノ施設 第一章 一般施設 明治三十六年四月海軍大臣海軍中将男爵山本權兵衛ハ当時ノ時局ニ鑑ミ、同二十九日特ニ常備艦隊司令長官、各鎮守府司令長官、各要港部司令官ニ訓令（第一部第一篇第二章海軍ノ動作第一節参照）シテ、我カ海軍ノ覚悟ヲ知ラシメ、尋テ同年十二月十二日復各司令長官、竹敷要港部司令官ニ、艦艇ノ修理ヲ要スルモノハ、此ノ際大至急工事ヲ施シ、竣工セシムヘキヲ命ス、乃チ横須賀鎮守府司令長官海軍大将男爵井上良馨ハ、直ニ之ヲ麾下一般ニ伝達シ、戦闘航海ニ支障アル損所ニ対スル修理ハ、大至急具申セシム、而テ此ノ日ニ於ル同鎮守府司令長官麾下艦艇ノ役務及ヒ所要修理ノ状態ハ左ノ如シ、
