明治三十七八年海戦史　第一部　戦紀　第一篇　開戦前一般ノ状況及ヒ開戦　第一章　起因　第一節　露国ノ満洲占領　満洲ヲ併呑シ、又其ノ沿岸ニ不凍港ヲ得テ以テ東洋ノ覇権ヲ掌握セント欲スルハ、露西亜帝国従来ノ政策タリ、而テ其ノ実現ハ日清戦争ノ末期ニ於テ新生面ヲ開始スルニ至レリ、是ヨリ先キ帝国清国ト干戈ヲ変ヘシカ、我連戦連勝其ノ勢破竹ノ如クナリシヲ以テ、清国政府到底抗スヘカラサルヲ悟リ、明治二十八年四月和ヲ講シ、其ノ結果遼東半島ノ我カ版図ニ帰スルヤ、露国ハ之ヲ以テ啻ニ清国ノ首府ヲ危フスルノ恐アルノミナヲス、是ト同時ニ韓国ノ独立ヲ有名無実ト為スモノニシテ、極凍永久ノ平和ニ対シ障害ヲ興ウルモノナリト聲言シ、払独両国
