In this section, documents relating to policies of Japanese Empire toward Manchuria and Mongolia include documents relating to foundation of Manchukuo, such as outline of policies of measures to cope with Manchurian-Mongolian problem, Japan-Manchukuo protocol, implementation of monarchial system in Machukuo, exchange official documents between Japan and Manchuria concerning implementation of Imperial system in Manchukuo as well as documents related to Machurian management such as emigration, increase of production and South Manchurian Railway. The section also includes Imperial edict concerning withdrawal from League of Nations.
