３、商務官々制ニ対スル考察其他経費等 商務官設置ニ関スル説明案 今ヤ国際通商ノ関係ハ戦前ニ比シ一層重要且複雑ノ度ヲ加ヘントスルノ秋ニ際シ我商運ノ隆盛ヲ期スルニハ海外ニ於ケル産業界諸般ノ実況ヲ詳カニスルコト最緊喫事ニ属ス然ルニ我大公使館ニ於テハ外交ニ関スル諸般ノ調査並一般交渉ノ事務日ニ緊雑ヲ加フルト共ニ領事館ニ於テモ在留民ノ保護及通商航海ニ関スル地方的交渉事務等其ノ管掌事項益多岐ニ亘ルノ傾アリ従テ此等在外公館ニ於テハ到底通商事項ノ調査研究ニ専ラナル能ハサルノミナラス任国内商工業ノ実地ヲ視察シ若ハ実業諸方面ノ人士ト深ク接触スルノ機会乏シキ不便アリテ其ノ報告モ往々ニシテ実情ニ踈ク実務ノ参考ニ資シ難キ憾少
