内閣雑乙第三二号 大正十三年十一月十一日 江木内閣書記官長 松平外務次官殿 一 商務官存置ニ関スル日本貿易協会会長大谷嘉兵衛陳情外一件 右貴省主管ノ件ニ付書類及回付候 陳情書 今般行政財政整理緊縮ノ為ノ外務省所管中商務官ヲ廃止シ新ニ農商務省ニ貿易官ヲ設置セテルヽヤニ聞知致候処本会ハ我海外貿易ノ圃導機関トシテ夙ニ商務官制度ノ必要ヲ認メ益々本制度ヲ拡張シ領事官制度ノ運用ト相竢テ通商貿易ノ誘導開発ニ資センコトヲ希望致居候次第ナルニ今回単ナル経費節減ノ目的ノ為ニ大正十年商務官再設後僅々四年ニシテ又復タ有益ナル本官制ノ廃止ヲ見ントスルハ甚タ遺憾ノ儀ト存候就中大正八年以来我海外貿易ハ逆調ニ逆調ヲ重ネ加フルニ最近震災ノ勃発ト為替ノ暴落ニ依リ一層我国ノ通商ヲ不利
