天津港域拡張問題ニ関スル件 天津日本租界「バンド」構築ニ伴ヒ其ノ必要ヲ見ルヘキ天津港域ノ拡張ニ関シテハ至急支那側ト協定スルノ要アルヲ以テ在北京帝国公使ニ於テハ在天津帝国総領事ノ報告ニ基キ本件ニ関シ本年四月初旬総税務司ニ申入レタル処同官ヨリ既ニ三月四日在天津税務司ニ対シ港域拡張ノ方針ニテ必要ノ措置ヲ採ルヘキ旨訓令シ置キタルヲ以テ此上ハ天津ニ於テ税務司ト首席領事トノ間ニ拡張スヘキ港域ノ程度ニ関スル打合セヲ遂ケタル上地方官憲ノ承認及港則ノ変更等手続上ノ事務ヲ要スルノミナリトノ回答ヲ得タリ然ルニ其後八月ニ至ルモ本件進捗ノ模様無ク一方明年五月「バンド」工事完成ト共ニ汽船ノ遡江ヲ見ムカ為ニハ其レ迄ニ万国橋上流ニ廻船場ヲ
