青島塩輸出問題ニ関スル件 客年十一月日支間ニ本件ニ関スル仮協定ノ成立ヲ見爾来北京ニ於テ之レカ正式協定ノ調印方交渉中ナリシモ時局不安定ノ為遷延シ居リシ処中央政権ノ移動ト共ニ塩務署長更迭シ新署長ハ前署長ト全然政治上ノ立場ヲ異ニセル関係上就任ト共ニ諸般ノ改革ヲ計リ事毎ニ前署長ノ施設ヲ覆サントスルカ如ク本件輸出協定ニ関シテモ或ハ日本人代理人ノ増加或ハ工業塩朝鮮向ケ輸出塩ニ対スル補償金制度等種々ナル新要求ヲ提出シ来リ為ニ我専売局案通調印ヲ承諾セシムルコト相当困難トナリタルカ在支帝国公使等ノ尽力ニ依リ大体同局案通ニテ本年二月十二日青島塩一般協定及同臨時輸出弁法ノ正式調印ヲ了セリ
