日露戦役ノ際ニ於ケル城津在留民被害救済ニ関スル件 大正十一年第四十五議会ニ於ケル「露国政変及西北利事変ノ為損害ヲ蒙リタルモノノ救恤ニ関スル法律案」委員会ニ於テ川崎代議士ヨリ左ノ趣旨ノ申出アリ尚其後外務省ニ対シ非公式ニ同趣旨ノ希望ヲ繰返シタリ 城津居留民被害救済ノ件ハ第二十ハ議会ニ於テ衆議院ラ通過シタルモ貴族院ニ於テ外務省委員ノ反対ニヨリ否決セラレタルカ右ト同時ニ提出セラレタル船舶被害救済ノ件ハ同様否決セラレタルニ不拘其後陸軍省ヨリ救恤ヲ受ケタル成行アリ(別記奈古浦丸ノ件ヲ指スモノナルヘシ)右船舶被害ヨリ一層屎凶ムヘキ城津居留民被害ニ付テハ此際相当救恤ノ途ヲ講スル様尽力アリ度シ云々 城津事件ノ要領
