大正三年八月 智利ニ於テ日本品博覧会開設ノ件 御願 拝啓我国ハ明治三十九年以来智利共和国ト通商条約ヲ締結シテ互ニ公使ヲ交換シ他方ニハ東洋汽船会社ノ南米航路開始以来彼我ノ国情益々相知レ従テ両国交通商益々蜜ナラントスルノ気運ニ向ヒツヽアリ顧ミルニ智利ヨリ我国ヘ最近毎年二万噸以上ノ硝石輸入セラレ其為メ我正貨ハ同国ニ支払ハルモノ実ニ数百万円ニ達シ爾後硝石ノ輸入ハ逐年増加シツヽアルニモ不拘我国産品ノ彼国ニ直接輸出セラルヽモノハ殆ント無シト云フモ過言ニアラズ両国貿易ノ権衛上実ニ遺憾ニ耐ヘザル次第ナリ侑ラ智利人ノ我商品ニ対スル嗜好ヲ考フルニ我商品ヲ求ムルノ念憐ニシテ相等方法ヲ以テ彼国ニ臨メハ販売上極メテ有益ナルコトヲ知ル
