１０ 神高秘業第三二號 大正十二年六月十六日 綴込名永代借地権問題 神奈川縣知事安河内麻吉 内務大臣水野錬太郎殿 外務大臣内田康哉殿 大藏大臣市来乙彦殿 外國人市杭滞納問題ニ関スル件安政年間ヨリ明治初年ニ至ル間ニ於テ諸外國ト諦結シタル旧條約時代ノ永代借地ハ明治三十二年(一八九九年)七月十七日及八月四日改正ノ諸條約ノ実施ニ依リ居留地ヲ撤廃セラル、ニ至リシヨリ 國人所有スル元居留地内外國人ノ家屋シ家屋税ラ賦課スルラ適当ノ措置ナタトノ見解ヲ下セシン依イ横浜市ニ於テハ同年度下半期二至リ初メテ外國人ニ対シ市税ノ賦課ヲ為シタルニ同年九月イギリス公使ヨイ日英條約ニ依ク家屋税ハ免除セラルハキモノナリトノ抗議ヲ提出ン引＠キ各國
