明治四十年一月二十八日起草 同二月五日發遣 在天津加藤総領事宛 林外務大臣 送第一〇號 専管居留地内土地借用ノ地券雛形等取調報告市訓令ノ件 其地帝國専管居留地内土地永借権ニ関シ左記ノ事項御取調御回報処事此項及訓令ノ也 一.帝國専管居留地内ニ於ケル土地ノ永借権ニシテ政府ノ払下ニ係ルモノハ永借権登録居ニ登録スヘキニ付其権利ハ証セスルルモ有ヘ属セサル土地ニンテ一個人カ清國臣民ヨリ買収ンタルモノハ發ナルニカ法ニ依リ其権利ハ証セラルヘキヤ若ン地券ニ依ルトセハ其雛形 二.其地居留地取極書第七條ニ據レハ買収地ノ地主ハ自リ其地券ヲ日本領事館ニ送呈スルー頓定アノ有地ノ雛形 三.一個人カ清國臣民ヨリ買収ンタル土地ニ関シ其権利ヲ他人ニ移転スルノ市法若シ
