明治四十一年七月 「カルカッタ」ニ於ケル工業上ノ発達ヲ助リル為メ海外留学生ニ支給スル費学金制度ヲ在該地領事ヨリ報告ノ件 公信第六四号 受第一五三〇四号 本邦ニ於ケル将大学金制度(Scholarslip)取調ニ関スル件 当国合併州(The Nri to Provirces)政庁ニ於テ一般工業ノ発達ヲ促スノ手段トシテ奨学金制度ヲ設ケテ左当ノ人物ヲ海外ニ留学セシメンコトヲ計画セルニ就テハ之ガ参考トシテ本邦ニ於ケル該制度ノ一般状況殊ニ左記事項ニ関シ詳細ニ承知シタキ返今般同政庁ヨリ照会有之候ニ付左其筋ニ於テ至急調査回報方可然御取計相成候様致度此段申進候敬具 記 一、奨学金給与生選定方法 二、普通一名ニ対スル給与額
