公信一四七号 大正十四年十二月七日 在汕頭 領事代理副領事内田五郎 外務大臣男爵幣原喜重郎殿 香港寄港船荷役不能ニ関スル件 十一月四日当地広東革命政府ノ支配ニ帰スルヤ外交後援会ハ香港商業封鎖ノ目的ヲ以テ当地香港間往復ノ船舶ニ対シ荷役ヲ禁シ次テ十一月二十五日ノ執行委員会ニ於テ日本船ニシテ夏門、上海、台湾ニ赴クモノト雖香港寄港船タル以上之カ積荷ヲ許ササルコトニ決議シ更ニ本月二日台湾ニ厦門、上海等ノ北方ヨリ来ル貨物ノ荷卸ヲ禁シタリ右等ノ決議ハ十月五日本官ト支那側トノ間ニ調印シタル調停案ニ反スルノミナラス如斯香港ト直接関係ナキ貨物ノ一船荷役差止ハ当港ノ自滅的封鎖ニシテ当地商民ノ頗ル苦痛トスル処ナルヲ以テ
