- ７ 公第四一六号 大正十一年十一月二十五日 在マニラ 総領事杉村恒造 外務大臣伯爵内田康哉殿 比島公債売出ト財界予想ニ関スル件 大正十一年十二月二十参日記録係接受 比島公債売出ト本島財界ノ予想ニ関スル別紙ノ通リ及御報告候 敬具 公第＠＠＠六号附属 大正十二年二月七日記録係接受 比島銀行検査官兼総督顧問ヘベン、エフ、ライト氏ノ語ル所ニ依レバ本年十二月一日ヲ以テ紐育ニ於テ売出サレントスル比島公債額面二千六百万「ぺリ」ノ売上髙ガ比島政府ヲシテ来年一月一日ヨリ対米為替ノ永続的売出ヲ両開セシムル様夫れ迄ニ当＠島ニ到達スルトキハ比島ニ於ケル為替両引フ不安定々来貨ニ対スル為替率ノ変動ハ愈ベ来年一月ヲ以テ経息スルニ至ル
