- 五 公第二三号 大正十一年六月三十日 大正十年七月十七日記録係接受 在マニラ 総領事杉村恒造 外務大臣伯爵内田康哉殿 比島公債発行制限額増加ニ関スル件 本島公債発行制限額ハ比島自治法（一名正ヨンス法)ニ依リ是迄米貨三千万弗即千比貨六千万「ペソ」ニ制限セスレ居リタル処本年二月比島立法部ニ於テ課程ン得ル比島内全不動産ノ杳定額ニ対スル一製造ノ公債ヲ発行シ得ルコトニ同法ノ改正ヲ希望スル決議ラナシタルヲ以テ本島督ハ之ヲ米国大総領ニ移牒シ曩ニ米国上下両院ヲ通過スルニ至リ本年十三日大総領ノ裁可ヲ経タル趣ナリ而シテ現在本島不動産ニシテ課税シ得ベキモノ、評価ハ比貨十四億九千百三十七万三千五百六十二「ぺソ」ト査定セラル其内
