- 大正四年八月 独乙第三回軍事公債募集ノ件 六一二五 平 海牙発 本省著 大正四年八月二十二日 二十五日前一、一〇 大隈外務大臣 幣原公使 第三四号 八月二十日独乙帝国議会ハ百億麻克ノ公債ヲ募集権隈ヲ政府ニ附与スルノ案ヲ可決シクリ其ノ結果近日第三回戦時公債ノ募集ヲ見ルニ至ルヘシ尚同日大蔵大臣ノ議会条説中ニハ例ノ如ク戦時中ハ新ナル課税ヲ行ハサハヘク従ヒテ戦時収益ニ対スル課税ノ如キモ之レヲ戦後ニ譲ハヘキヲ述ヘ又戦争ノ費用ハ戦後敵国ニ転家セサルヘカヨストヲ戦後ノ財政ハ償金ニ期待スル所多キタ示シ独国ハ戦時用品ノ供給ヲ一ニ国内ニ仰クニ由リ同国ノ財添ハ決シテ植渇スルノ憂ナシト唱ヘ居レリ（露剌笠由八月二十三日后一一、五三第七七八号）
