大正十年四月 暹羅印度乃至蘭領印度等経済調査員派遣方ノ件 四 大正十年四月二十七日起草 帝国ハ其地理上支那及東部西比利亜等ト経済関係密接ナルハ勿論ナルカ更ニ進ムテ暹羅、印度乃至蘭領印度等ニ対シ平和的ニ経済上ノ発展ヲ図ルコトハ当然ノ順序ナルノミナラス又国策トシテ適当ノ方途ヲ講セサルヘカラサルハ敢テ多言ヲ要セサル所ナリ然ルニ蘭領印度方面ハ暫ク措キ暹羅ノ関スル限リ帝国官民ハ従来頗ル冷淡ニシテ其天与ノ資源開発貿易ノ発展等彼我ノ経済関係ノ緊密ヲ図ルヘキ何等ノ施設ヲモ講セサリシハ頗ル遺憾ニ堪エサル次第ニシテ政府トシテハ此際進ムテ同国ニ於ケル経済事業ノ調査ヲ行ヒ我資本家ヲ誘導スルノ素地ヲ作ルコト最モ緊要ナリ
