大正九年十一月 復活サレントスル常平倉制度ノ件 三 第一六号 ◎復活サレントスル常平倉制度 我国ニ於テハ米問題ノ解決ハ食糧問題中ノ最モ重大ナルモノデアル。其処テ政府デハ来ル四十四議会ニ約一億円ノ資金ヲ発シテ東西大集散地ニ倉庫ヲ建設シ、大約二参百万石ノ米穀ヲ買収貯蔵シテ、所謂常平倉制度ヲ実施シ、以テ米価調節ヲ試ルベク、目下臨時経済調査会農商務省等ニ於テ審議中テアル。 抑モ常平倉制度ハ支那ニ起源シタモノデ、社倉、義倉、制度ト共ニ三倉制度ト称セラレ、貯穀制度中重要ナルモノデアル。即チ常平倉ハ漢ニ始マリ、義倉ハ随唐ニ起リ、社倉ハ宋ニ創マツタモノデアルガ、我国ニ輸入サレタノハ義倉最モ古ク大宝令ニ見ヘ、次
