宮房機密第二七三号 大正十四年三月九日 海軍次官男爵安保清種 外務次官出淵勝次殿 「オハ」及「チヤイウオ」無線電信所処理ニ関スル件北樺太撤退後協定セラルヘキ無線電信ニ関スル細目協定ニ於テ「オハ」及「チヤイウオ」無線電信ニ対スル海軍ノ希望要旨左記ノ通ニ候条可然御配慮ヲ得度 右為念申進ス 記 「オハ」及「チヤイウオ」無線電信所ハ同方面ニ於テ他ニ何等ノ有力ナル通信設備ナキ現状ニ於テハ油田事業持続経営上唯一ノ通信機関ナルヲ以テ之カ存置ハ絶対必要ニシテ而モ運用権ノ全部若ハ一部ヲ獲得スルコトヲ必要トスルヲ以テ細目協定ハ左記順位ノ範囲ニ於テ締結スルノ要アリト認ム 一、両無線電信所ヲ露国ニ無賞又ハ有償ニテ譲与
