- 機密第五一号 大正十四年六月十八日 在夏門領事井上庚二郎 外務大臣男爵幣原喜重郎殿 共同租界ト支那課税権トノ関係ニ付請訓ノ件 当地海軍司令部又ハ思明県ニ於テ各種経費支弁ノ為特種印花税其他諸種ノ税捐ヲ設定シ多クハ受負制度ニ依リ之カ徴収ヲ実行シ居候処最近海ヲ超エテ鼓浪 共同租界域内ニ来リ在住支那人ヨリ徴税セムト企ツル例二三有之工部局ヨリノ禀請ニ対シ当地領事団ニ於テハ右支那側ノ徴税ヲ不法ナリトスル意味ノ解答発送方考慮中ニ候モ聊カ異義相生シ本宮賛否ノ意志表示差控置候ニ付テハ左記諸点ニ付何分ノ義折返シ御回訓相仰度此段申進候也 記 工部局及主席領事ノ意向ハ租界内支那側課税ハ大正八年十一月外交団対支那政府協定
