第四号 税目調製考案 考案 第一第十一表ニ載示スル所ロハ千八百七十八仝九年ノ両年ニ渋ル一周年度ニ輸入シタル物品中重ナルモノヲ取リ総計各十万円以上ノ声価ニ至レルモノナリ其品目ハ凡ソ三十八種ニシテイ税輸入品総額ノ八割四分余ヲ占ム則此輸入品ヨリ生スル税金ハ百十六万八千百十六円ニシテ輸入税通計金百三十七万二千二円ノ八割五分タリ此ニ由テ考フルニ此ノ三十八種ノ輸入品ハ財政及貿昜上ニ於テ内外国政府ノ真利実益アル者ト謂ツ可ク而シテ今此ノ諸品ニ付キ双方相互ニ商議セバ海関税則ノ全体ヲ決定スヘキ者ナリ前文論スル所ニ依レハ諸外国政府ハ夫ノ総輸入品＠ソ三百七十余種ノ税則ヲ定ムルモ更ニ其実益ヲ得ル所アラサルヲ知ルベシ然レ
