- 輸入定額品 新旧適価比較表 夫税則ハ有益品資用品奢侈品贅品等ヲ差別シ更ニ生粗品製造品等ヲ斟酌シテ先ツ税率ヲ定メ又之ヲ従価定額ノ両税ニ別ツ而シテ従税ナルモノハ税率ノ実厳ニ従ヒ時価及ヒ仕入書ヲ審按シ監定役ノ監定ヲ経テ収税スルヲ意テ公平ニシテ固ヨリ税率ニ影響ヲ生セスト雖モ定額税ニ至ツテハ然ラス各品ノ適価ニ税率ヲ乗シ毎斤或ハ毎碼何十何銭ト税額ヲ定メ爾後数年間之シヲ践行スルヲ以テ適価ノ高低ハ忽チ税率ノ寛厳ニ影響ヲ生ス故ニ適価若シ不適当ナルトキハ税率ノ目的ヲ達セサルノミナラス上ハ国計ノ損益下ハ貿易ノ盛衰ニ関ス令般擬定セラルヘ所ノ輸入税目ノ適価ハ外国相場及ヒ横浜市中時価ト輸出入年表等ヲ商量シ其中庸ヲ採テ査定セラレタリト
