明治四十一年九月二十一日起草　同二十八日発遣　在米　高平大使宛　小村外務大臣　送第一三二号　日米通商航海条約第十九条第二項之意義ニ関シ米国政府ト交渉ノ件　兼テ御承知ノ如ク日米条約第十九条第二項中ニ「本条約実施ノ日ヨリ十一ヵ年ヲ経過シタル後ハ」ノ文字ヲ使用致筈ニ候処合衆国政府ノ提議ニヨリ右ノ文字ヲ削除シ「其ノ後」（THERE AFTER）ト修正相成候右ハ同国上院ノ修正理由ニ照スモ実施後何時ニテモ一ヶ年前ノ予告ヲ以テ之ヲ修了セシメントノ主意ニ有之候事亳モ＠＠之候然ルニ「其ノ後」ナル文字ト同条第一項末文中ノ「十二ヶ年間効力ヲ有ス」ルトノ文字ヲ対照スルニ十二ヶ年ヲ経過セル後初メテ修了予告ヲナシ得ルカ如クニモ
