機密受第７２０号　機密信第四八号条四三　米国ノ加税免釐案ニ関スル件　米国委員カ新ナル本国政府ノ訓令ニ拠リ改訂条約案ヲ提出シテ一旦中止シタル談判ノ再開シタル義ハ三月二十日付電信一七号並ニ機密信四号条三八ヲ以テ及報告置候処其後米国委員ハ本国政府訓示ノ趣旨ニ原ツキ本員ト釐金問題ニツキ腹荘ナク意見ヲ交換シタシト申込候当方ニ於テモ幸ヒ釐金問題ニ関スル談判ノ進行中ニシテ且其提議中ノ最モ重要ナル付加税率ニ対スル両国政府ノ意見相投合シ居ルヲ以テ共ニ力ヲ合セテ談判ノ成効ヲ期センコトヲ約シ談判ノ経過ニ付テモ双方ヨリ通知ヲ怠ラス互ニ気脈ヲ通シ来リ候米国委員カ我提案ニ対スル意見ノ要領ヲ摘記セハ其石炭ニ関スルモノト云ヒ内地品ニ
