機密受第三二二号　内閣送第七号　日米通商航海条約第十六条ヲ直チニ実施スル約定並御批准案ノ件ハ上奏ノ通裁可相成候条此旨及御通牒候也　明治三十年三月四日　内閣総理大臣伯爵　松方正義　外務大臣伯爵　大隈重信殿　機密受第三四五号　機密第九号　工業所有権ノ保護ニ関シ先般当地ニ於テ調印シタル約定ハ去ル二日電報及其通リ露国元老院ノ承認ヲ経候ニ付国務長官ニ於テハ早速同約定批准書並ニ批准交換之全権委任状其在東京ダン公使ニ送付シ約定ノ規定ニ随ヒ東京ニ於テ之カ批准交換ヲ為サシムル様可取計旨今般別紙写ノ通リ照会有之候間右様御含相成候様致度候　右及具申候敬具　明治三十年二月六日　在米特命全権公使　星亨　外務大臣伯　大隈重信殿
