和一機密合第六八四号　大正１３年８月２３日付　津野陸軍　安保海軍　次官各通　松平事務局長　相互援助条約案ニ関スル件　本件ニ関シ今般在巴里杉村国際連盟帝国本省局次長ヨリ別紙写ノ通電報ニ接シじ条案御参考迄同写茲ニ差進候也（別紙杉村次長末電パラフレーズ写取添付ノコト）　大正十三年八月十六日　本省着　幣原代務大臣　杉村事務局次長　米、英、独、蘭ノ回答要領大略左ノ如シ　英国所定ノ期間理事会侵略国ヲ決定スルノ困難ナルノミナラス侵略ノ定義不可能ナルヲ依リ右ノ点ニ付理事会ノ全会一致ヲ得ルハ容易ナラス（ロ）数国軍ノ協同動作計画ヲ迅速ニ作製且実施スルコト至難ニシテ又所要兵力ヲ供給スルニ敵スル地位ニアル国モ各種ノ事情ニ依リ之ニ応シ
