一七一一　（平）　倫敦発　本省着　大正九年二月一日後五、四五　七日後四、四五　内田外務大臣　珍田大使　第四四号　「グレー」卿ハ国際連盟米国不加入ニ就キ一月三十一日倫敦「タイムス」ニ長文ノ寄書ヲナシ全然私見ナリト前提シ先ズ平和条約批准ノ遷迎ハ米国人モ失望シ居ル処ニシテ其ノ真＠ハ　（一）国外特ニ欧州ノ紛争ニ関係セズトノ米国従来ノ政策ト（二）行政ト立法トノ＠格（コンフリクト）ヲ生ズルコトアル可キ憲法上ノ特質トニ存スルヲ以テ之ヲ党争ノ結果ト看做シ上院ヲ責ムルハ不当ニシテ米国ヲ以テ自利ノ念ノママ驅ラレ高遠ノ理想ヲ無視スルモノトナスモ亦非ナリ国際連盟ノ将来ハ米国ノ参加努力ニ待ツ処多シト述ベタル後連盟ノ票決権ニ言及シ英自治領ハ
