- 山東鉄道調査報告第二十六号 各種税金問題 大正四年五月一日 各種税金問題目次 １、海関税 二、地租 三、沿線釐金税 （一）石炭税 （二）一般釐金 各種税金問題 一、海関税 山東鉄道会社所要ノ輸入諸材料ハ青島海関ニ於テ免税ノ特典ヲ受クベキヤ否ヤハ会社創立ノ翌年第一回ノ着荷ト與ニ起リ来レル問題ニシテ会社側ハ東清鉄道ト同様免税ノ取扱ヲ受クベキヲ主張シ税関側ニテハ条約其他ニ特定ナキヲ以テ普通関税ヲ払ハザル可ラズト駁論シ其結果北京ニ於ケル外交談判トナリ「ケツトラー」公使ノ斡旋宜キヲ得時ノ総理衛門ハ千八百九十九年（明治三十二年）十月二十九日附ヲ以テ鉄道用輸入品ノ免税ヲ公然「ケツトラー」公使ヘ照会シ来リ爾後、
